Government seeking views on ZEV Mandate

The long-awaited consultation into the terms and application of the Zero Emission Vehicle (ZEV) Mandate has now been confirmed. It welcomes input from all stakeholders and the BVRLA will be actively involved in the process to represent members.

The ZEV Mandate sets out how the UK will transition from petrol and diesel vehicles towards zero-emission alternatives. It impacts every single member and their customers. Introduced in January 2024, the mandate initially required 22% of new car registrations, and 10% of new van registrations, to be for zero-emission vehicles in 2024. Those targets increase annually.

In response to the announcement, BVRLA Chief Executive Toby Poston said: “It has been a tough year for automotive industry, which has spent billions of pounds underpinning the ZEV transition - funding huge discounts on new cars and taking a massive hit on used vehicle depreciation.

“This consultation gives us a valuable opportunity to realign the aims of the mandate with the realities being seen in the market today.

“The announcement provides some new year cheer with the prospect of more certainty on hybrid vehicles, potential extra-flexibilities for OEMs struggling to hit the targets and much-needed action on charging infrastructure installation and ZEV van pain-points.

“The current Phase-out and ZEV Mandate targets are at major risk unless the government delivers more support and incentives to drive demand. Money is tight, but the Labour Government, which inherited these plans, is open to ideas.”

The consultation is open now, with all submissions required to be in by midnight on 18th February 2025. The association has set up workshops for early January that will give members the opportunity to share their views and guide the BVRLA’s formal submission.

Full details of the consultation are available via the Gov.uk website

All members are encouraged to get involved with the process and share their input with the BVRLA team. Contact the team via [email protected] to discuss further or to express an interest in joining a workshop this month.
