New EU rules mean BVRLA members’ customers will need an International Operators’ Licence if they want to use light goods vehicles to transport goods for hire or reward into – or through – the EU from 21 May 2022.
Also relating to driving in Switzerland, Norway, Iceland or Liechtenstein, the licence applies to vans and cars towing trailers, so members are encouraged to consider checking what their vehicles are being used for if going abroad.
While there is no legal obligation on members to check that the customer has an International Operators’ Licence, there could be issues at borders if your customer does not have the correct paperwork, which may also include the necessity for them to have a valid VE103B certificate.

For further guidance on taking a vehicle abroad, see the BVRLA’s online fact sheet; all vehicles that are hired or leased need a Vehicle on Hire Certificate (VE103B).
